south bands and 21st century

can someone from the judges' committee explain the criteria which is used to rate bands? why is is that only two bands from southern/central trinidad have gotten into the finals of the 21st century competition and only one in the pan down memory lane segment? is it because many of these bands significantly consist of children/adolescents or is it simply because they lack prominent corporate sponsors?
